Export Documentation Update – New Certificate Requirements

As you will all be aware the transition period for the UK leaving the EU comes to an end on the 31st December 2020. Therefore, from the 1st January 2021, there will be some changes to the documentation issued when exporting from the United Kingdom.

Certificates of Origin:

From 1st January 2021 we will no longer be able to stamp any EC Certificates of Origin submitted. These certificates will be replaced with a UK Certificate of Origin.

We have printed stocks of the new UK Certificates of Origin and will be able to issue these from the middle of December. If you would like to pre-order any stocks prior to the 1st of January, please email international@lincs-chamber.co.uk with the number you would like to order.

As a reminder the costs of the CofO blank documents are:

Members:

£1.65+VAT per CofO

£12.50+VAT pack of 10

Non-Members:

£3.30+VAT per CofO

£25+VAT pack of 10

The big change on the UK Certificates of Origin is that in box 3 you will now state United Kingdom only, followed by any other countries of origin, if applicable. European Community and European Union will legally no longer be allowed in this box. There will be no change with the foreign evidence process.

Our online provider Ecert will be updating their systems to comply with the new rules, therefore we strongly advise all exporters apply for their documentation using this platform from the 1st January 2021, if they don’t already.

ATRs:

From the 1st January 2021 we will no longer be able to issue ATR certificates.  As far as we are aware UK Certificates of Origin will be issued instead for Turkey.

EUR1s:

The new UK EUR1 will be used where the UK has signed a new trade agreement with another country. A list of these agreements can be found here.

Exporters must ensure that their goods qualify for preferential treatment under the new agreement by checking the appropriate Rules of Origin for their goods. This may change if a deal is signed with the EU. Please regularly check the HMRC website for updated customs notices relating to UK EUR1’s etc.

We have been advised HMRC have the new UK EUR1’s and will be sending these directly to us here at the Chamber. We currently have no indication as to when this will be.
