Compere: Jerry Major, Willmott Dixon; Regional Head of Frameworks

Jerry started his architectural career in Architectural practices in the East Midlands in 1987. He has worked across all sectors and work stages in both Public, Private sectors and PPP JV’s. He has become a ‘trusted advisor’ to Midlands partners volunteering on both ProCon Nottingham and Leicester Boards.

He engages with projects early and blends client focus, design, commercial and complex project management experience to provide a balanced approach to solutions. His passion is to ensure that project needs and aspirations are fully explored, understood and deliverable.

For the last 15 years at Willmott Dixon, he has supported Public Sector customers, consultants, and other contractors alike in understanding the benefits of Frameworks and is committed to supporting the successful delivery of projects with a legacy of local economic benefit beyond bricks and mortar.

Speaker: Howard, Head of Construction at Stirlin

Howard holds over 40 years of experience within the industry, having built an impressive career working with a number of prestigious contractors and delivering projects across a wide range of sectors. Throughout his career, he has successfully overseen complex developments from inception through to completion, earning a reputation for his leadership, technical knowledge and collaborative approach.

Howard plays an integral role in leading and directing Stirlin’s construction operations, ensuring projects are delivered safely, efficiently and to the highest possible standard. His extensive industry expertise and practical approach make him a highly respected figure both within the business and across the wider construction sector.

Alongside his professional achievements, Howard is also a passionate advocate for disability awareness and inclusivity within the workplace, drawing from his own personal experiences to champion greater understanding, opportunity and support across the industry. His openness, resilience and commitment to mentoring others have made him an invaluable member of the Stirlin team and a strong voice for positive change within construction.

Speaker: Sam Edwards, Head of Highways Infrastructure and Laboratory Services, Lincolnshire County Council

Sam will provide an overview of the North Hykeham Relief Road project, including the background to the scheme, its strategic importance, and the overall direction of travel.

Speaker: Amy O’Sullivan, Senior Programme Officer (Defence), Lincolnshire County Council

Amy O’Sullivan is the Senior Programme Officer for Defence at Lincolnshire County Council, where she leads the delivery and operations of the Greater Lincolnshire Regional Defence & Security Cluster.

Amy works closely with industry, government, and academic partners to strengthen regional defence and security capability, support innovation, and enable collaboration across the defence and dual‑use technology ecosystem.

She will be able to share valuable insights on the day.

HMP Lincoln will be joining the summit to explain how it works with employers to address critical labour shortages by unlocking an often untapped workforce. As Employment Lead, Jackie partners with businesses to bring meaningful commercial activity into the prison, equipping individuals with the skills, experience and work‑ready behaviours employers need, while supporting them into sustainable employment on release.

With the construction sector facing well documented recruitment challenges, rising costs and increasing social value expectations, this model offers a scalable pipeline of motivated candidates while delivering measurable social impact.

Attendees will also hear from Willmott Dixon, one of the prison’s key employer partners, who will share their experience of delivering training in custody and explain how their Prison Academy supports participants into employment after release. Together, these collaborative partnerships between industry and prisons demonstrate how workforce gaps can be filled, communities strengthened, and a more resilient future workforce built for the construction sector.Attendees will also hear from Willmott Dixon, one of the prison’s key employer partners, who will share their experience of delivering training in custody and explain how their Prison Academy supports participants into employment after release. Speaker: Alexis Powell-Howard, Fortis Therapy

Alexis Powell-Howard is the Managing Director at Fortis Therapy & Training, a multi award-winning therapeutic and workplace wellbeing service working to deliver the gold standard in the mental health services sector.

Fortis provide a range of services to various construction and engineering organisations, such as those working within power, renewables and health and safety. We work across the UK supporting people of all ages, through therapy, coaching, training and reflective practice.  Fortis provide and support a whole organisational approach to wellbeing, culture change, psychological safety and use a trauma-informed approach.

Alexis is also an experienced leader and managing director, a BACP accredited and experienced psychotherapist, systemic practitioner, supervisor, trainer, mediator, and coach, passionate about therapeutic approaches and how effective they can be to help individuals and organisations to move through difficult times.

Property & Construction – what next?

There have been many recent changes from tax, legal and financial perspectives which have had a direct impact on the property and construction sector, including higher tax burdens, new renters rights, local authority licencing, increased borrowing costs and shifts in Stamp Duty Land Tax. During this session we will reflect on those changes and give our thoughts on the challenges and opportunities to come.
