Steven has a wealth of experience in international relations and has previously served as the Managing Director of the British Chamber of Commerce in China, and Chairman of the Institute of Directors China Group.
A dynamic and trusted leader, Steven has worked across government and the private sector to build commercial partnerships, navigate geopolitical risk, and champion UK business interests overseas. During his keynote address Steven will explore:

Richard Oppenheim Director of the Diplomatic Advisory Hub
Richard Oppenheim is Director of the Diplomatic Advisory Hub, a joint initiative between the FCDO and the British Chamber of Commerce (BCC). Housed at the BCC Headquarters in London, the Hub provides trusted, actionable FCDO geopolitical insight to businesses across the UK in support of the UK government’s growth mission. The Hub works closely with FCDO, DBT, wider government partners and the BCC network to deliver enhanced support to all UK businesses who are looking to engage internationally.
Richard brings with him a wealth of diplomatic experience across some of the world’s most complex and strategically important markets in the Middle East, and Japan. He also brings multilateral experience at the UN, on EU issues and as Commonwealth Envoy. Richard has served as the UK’s Ambassador to Yemen, as Deputy Ambassador to Saudi Arabia, and held diplomatic appointments in Iraq, Oman, New York and Japan. This broad experience– from high-risk markets to energy markets and advanced industrial economies – means Richard brings the insight, networks, and resilience to support UK businesses in accessing the FCDO’s geopolitical advice and expertise and in navigating complex environments.

Mark is an accountant and chartered tax adviser with over 30 years’ experience supporting individuals and businesses worldwide. As Tax Director and Head of International at Duncan & Toplis, he specialises in cross‑border tax planning, risk management, M&A, due diligence, and restructuring.
He joined the firm in 2004 and has since developed its international services. Mark also serves as Chair of Kreston Global’s Tax Group, collaborating with professionals across more than 110 countries to support multinational clients with strategic, tax‑efficient solutions.

David Kelly is the Executive Director of the British Chamber of Commerce Singapore, representing British business interests and connecting companies to opportunities across Southeast Asia. He CoChairs Britain in South East Asia (BiSEA) and serves as a Non-Executive Director (International) on the Board of the British Chambers of Commerce.
Before joining the Chamber, David was Regional Director at the Institute of Marine Engineering, Science and Technology (IMarEST), where he led an Asia-Pacific expansion that doubled membership from 11,000 to 23,000. He also chaired the UK’s Marine Industries Leadership Council (MILC) Image Working Group (2014–2016).
Previously, he managed global marketing turnarounds for the IWSC Group across the UK, US, and Asia, and the financial services sector. Passionate about mentoring and lifelong learning, David has mentored students at Ngee Ann Polytechnic and the University of Hull and served on the Singapore Institute of Technology’s Marine Programmes Industry Advisory Committee (2016–2020).
Originally from Manchester, UK, he has lived in Singapore since 2015.
